Solicitation Information

For procurements estimated to exceed $50,000, Gold Coast Transit District (GCTD) will typically issue a formal Request for Proposals (RFP) or Invitation for Bids (IFB). For purchases of material or services with lower estimated prices, less formal procedures will be used including verbal or written Requests for Quotations (RFQ). In all cases, GCTD will only make awards to responsible firms.

  • IFBs will typically be used when specifications are well defined, no discussions are needed and the lowest responsive bid price will determine award.
  • RFPs consider factors such as technical expertise and approach in addition to price and may involve negotiations.

Gold Coast Transit District is proud to announce a partnership with Public Purchase, a web-based e-Procurement service.  All of GCTD's competitive bids will be placed on the Public Purchase website  A link is provided for you below along with the current list of current bids.  Clicking on the title of the bid will launch you into Public Purchase.  Addenda and attachments, if issued, are also posted on the Public Purchase website.

Surplus Items Available on

From time to time, Gold Coast Transit District (GCTD) has surplus items in its inventory that become available for purchase. Disadvantaged Business Enterprises (DBE) Program

It is the policy of GCTD to create a level playing field for Disadvantaged Business Enterprises, ensure the program is narrowly tailored to applicable law, ensure that only firms that meet eligibility standards participate in the program, and assist in the development of firms so they can compete successfully in the marketplace outside of the DBE program.

GCTD will take every necessary and reasonable step under 49 CFR Part 26 to ensure nondiscrimination in the award and administration of Federal Transit Administration assisted contracts.

To qualify as a DBE a firm must meet the eligibility criteria stated in 49 CFR Part 26 and be certified through the California Unified Certification Program which is supervised by the California Department of Transportation (Caltrans).  General information and details about eligibility requirements and becoming certified as a DBE can be found by clicking on the following links:
