Solicitation information
For procurements estimated to exceed $25,000, Gold Coast Transit (GCT) will typically issue a formal Request for Proposals (RFP) or Invitation for Bids (IFB).
Normally, IFBs will be used when specifications are well defined, no discussions are needed and the lowest responsive bid price determines award.
RFPs consider factors such as technical expertise and approach in addition to price and may involve negotiations. For purchases of material or services with lower estimated price, less formal procedures will be used including verbal or written Requests for Quotations (RFQ).
In all cases, GCT will only make awards to responsible firms.

Disadvantaged Business Enterprises (DBE) Program
It is the policy of Gold Coast Transit to create a level playing field for Disadvantaged Business Enterprises, ensure the program is narrowly tailored to applicable law, ensure that only firms that meet eligibility standards participate in the program, and assist in the development of firms so they can compete successfully in the marketplace outside of the DBE program.
Gold Coast Transit will take every necessary and reasonable step under 49 CFR Part 26 to ensure nondiscrimination in the award and administration of Federal Transit Administration assisted contracts.
It is the intent of GCT, in compliance with Federal rules and regulations, to develop and implement a DBE program pursuant to 49 CFT Part 26. The DBE Program consists of small businesses that meet three basic criteria:
- At least 51% owned and controlled by minorities, women or other individuals who face economic obstacles in the marketplace,
- The owner(s) personal net worth cannot exceed $750,000, minus the equity in their business and primary residence and,
- Meet the criteria of a small business per the Small Business Administration’s guidelines for a small business and the company’s gross receipts cannot exceed $17.4 million dollars, averaged over a three year period.
